Redevelopment Framework for Former Service Stations in Ontario, Ontario

The Framework was officially launched on February 25, 2009 as a free, online user-friendly decision-support tool that clarifies and streamlines the process of redeveloping a former service station in Ontario.  The Framework guides municipalities, property owners and developers to accelerate the redevelopment of former service stations. OCETA and partners are currently in the final project phase, which is the training phase.

 The Framework provides a standardized approach that will accelerate service station redevelopment by providing a clear, transparent, and streamlined mechanism that has consolidated existing best practice information into a user-friendly format. 

 Specific tools or components include:

  • Four Stages and Key Elements (Setting the Stage, Evaluation and Planning, Implementation, and Management);
  • Four Streams of a Redevelopment Project (Finance, Technical, Land Use Planning, and External Communication);
  • Guiding Principles and Best Practices (outline important considerations for successful services station redevelopment);
  • Screening Tools such as the Framework Diagram; Screening Matrix for Property Use & Redevelopment Potential; Screening Matrix for Selection of Remediation Technologies and Risk Management; and Implementing Remediation and Risk Management on Typical Service Stations; and
  • Case studies and Example Templates such as the application of interim uses for former service station sites.
