Whistler Athletes' Village/Cheakamus Crossing, Whistler, BC

Finalist in Category 3 - Financing, Risk Management and Partnerships

This is an Olympic Legacy project that benefited from partnerships with the Province of British Columbia and VANOC in order to succeed. The land for the Athletes’ Village/Cheakamus Crossing was donated from the Crown and financed through the following partnership: $35 million dollars in funding from VANOC, $100 million dollars in a short term construction loan from the Municipal Finance Authority (MFA), and $8 million from the Resort Municipality of Whistler (RMOW). The Whistler2020 Development Corporation was created as a subsidiary of the RMOW to develop the neighbourhood and manage the project.

The project is managed by a wholly-owned subsidiary of the RMOW, the Whistler 2020 Development Corporation, with the majority of the capital support coming from the MFA and a grant from VANOC.

The partnership between VANOC, the Province, and the RMOW made the project possible. The gift of the land to the RMOW by the Province aided in including the approximately $1 million price tag for site soil remediation, allowing the project to go forward. In addition, the short term construction loan (due in 2011) was used, and will be repaid by residents purchasing the affordable housing units. The goal of the development is to break even; the original plan was for a temporary Athletes’ Village to be built, but the RMOW wanted to secure a legacy that would increase the availability of affordable housing in Whistler, in line with the community’s comprehensive sustainability plan, Whistler2020.
